KETA SEA DEFENCE PROJECT
The Keta Sea Defence Project is a Central Government Sponsored Project which is estimated to cost $84 million ( Eighty Four Million U.S.dollars ) and consists of the following main components :
Sea Defence :
This involves the construction of groynes in the sea to reduce further destruction of settlements along the coast.
Land Reclamation :
This has created at least 315 hectares of land for resettlement as well as industrial development and tourism. Currently, over 100 unit houses have been built at the project site by the government of Ghana for the resettlement of the some displaced inhabitants.
Road Link :
This is the construction of access road from Havedzi to Keta through Denu which has been completed. This has reduced drastically travelling time and space gap between Keta as a center and other centers in the sub-region. This has led to a lot of vehicular movement between Denu and its surrounding areas and Keta. Economic activities in Keta district have now been boosted up tremendously.
Anloga Market Project :
In order to absorb the increase in commercial activities as a result of the completion of the Sea Defence Project, the Keta District Assembly has constructed a new market at Anloga to facilitate economic activities under the Urban III Programmes. Similarly, the District is constructing a landing site and a fish market at Woe with financial support from World Bank Under Village Infrastructure Projects (VIP) to boost the fishing industry in the area.
Feeder Roads Network :
In order to open up some communities, some selected feeder roads have been selected for improvement. These have been awarded to contractors and work is on going. Some of these roads are Tregui-Lividzi Feeder roads, Genui junction-Genui, Agoetoe-Tregui, and Alakple junction to Alakple.
Telecommunication :
There is also a tremendous improvement and expansion of Telecommunication facilities in the District.Currently Ghana Telecom has extended Telephone facilities to some of the communities along the coastal area. Capital Telecom has also been installed at Afiadenyigba and its surroundings. Scancom Limited, owners of Areeba mobile network, has extended its services to the Keta township and its surroundings thus linking the district with the rest of Ghana and the outside world.
PLANS TO DEVELOP THE POTENTIALS
The Keta District Assembly believes in Public-Private Partnership, hence the need to forge partnership with any investor to harness the potentials of the district. In order to achieve this goal, the Keta district has developed its website on the internet to expose the district to the outside world as well as attract investors to come and invest its resources for the overall development of the area. As a derivation from the Medium Term Development Plan of 2002-2004 and the District Economic Development Plan, the underlisted priority projects have the potentials to transform the economic activities in the Keta District
JUSTIFICATION FOR DISTRICT ENTERPRISE PROJECT (DEPs)
The Selected projects will rejuvenate more economic activities in the rural communities, provide mass employment in the District, offer potentials for exportation of produce, and have private sector participation and investment attractions
SALT INDUSTRY
The Keta Lagoon has a great potential for a large-scale salt production as a third of the Lagoon can be harnessed to produce good quality salt for domestic use and for export to countries less endowed in the West African sub-region.It is also envisaged that the large-scale salt production in the long run can bring about vertical integration in the establishment of other chemical industries in the District.Currently, a number of prospective Local and foreign companies have shown keen interest in the Industry with two notable private companies as:-
International Agro Business Development Corporation (IADC)
Westminster Development Ltd, Accra
The Keta District Assembly is creating the enabling environment for their good intentions to materialise for a smooth take-off.
STONE QUARRY PROJECT AT MATRIKASA
With the Keta Sea Defence Project completed in February 2004, the Quarry of Matsrikasa which provided the bulk of stones for the entire project, should be developed into a viable commercial project as the West African sub-region road construction and other building projects are very expensive due to the lack of an easily accessible quarry in the Southern districts of the Region. It is therefore highly recommended that the Keta District in partnerships with other Districts as well as other private sector investors acquire and sustain this stone quarry project at Matrikasa in the interest of the West Africa sub-region.
PROCURING OF A DREDGER FROM GREAT LAKES FOR DREDGING OF THE KETA LAGOON
The situation of the Keta Lagoon over the years has generally reduced the water level which very often dries up completely at sections. This drying up of the lagoon therefore affects acqua-culture, fishing water and transport.It is also largely responsible for the out-migration of the fishermen from the Keta District.
The dredging of the Keta Lagoon which was done by Messrs Great Lakes Dredge & Dock Company of USA in collaboration with Messrs W.F. Baird & Associates, has opened a new chapter and developmental factors for further consideration.
Since the areas dredged will hardly dry up, the development of improved shrimps cultivation and the sand won from the lagoon bed could be used for land reclamation and also for constructional purposes such as a sand bank.
It is in the light of the above stated reasons as a multi-facet project that the procurement of the dredger being used by Great Lakes Dredge & Docks Company is considered as a priority project for dredging the rest of the lagoon to take advantage of all its attendant benefits.
As a related development, the rampant sand winning along the already fragile coast could be minimized or stopped with an alternative sand bank” so created for constructional purposes through the dredging of the lagoon.
TOMATO PRESERVATION PROJECT AT ANLOGA
Tomatoes cultivation in Anloga and along the coastal strip under small irrigation technology has caught up with the vegetable farmers in the recent past and this has stepped up the production level in the District.
For lack of modern preservation technology most of the farmers experienced glut for the produce last two years. Most of the farmers were forced to dispose of the produce at far lower prices or threw them away just at the farm gates or littered them at the roadside. This has waned farmers’ interest in the cultivation of the crop. The District Assembly and the District Directorate of Agriculture is working around the clock to attract both foreign and local prospective entrepreneurs to invest in the modern preservation technology for the farmers to add value to their produce
BRICK AND TILE FACTORY AT BOMIGO
The Keta District Assembly has identified a clay deposit at Bomigo, a village near Galo Sota in the District and requested the Geological Survey Department to conduct a geological survey. This was done and a report was submitted in September 1992.
The final report confirms a reserve estimated at 3,150,383 metric tonnes of good quality clay that can support a factory capable of producing 50 millions bricks a year for 21 years. The deposit could also be used for other ceramic products.
On the basis of these reports the District Assembly requested a pre-feasibility study to be conducted to enable it market the project to potential investors. The pre-feasibility study was done by Messrs Soval Engineering and is readily available for interested investors, but may have to be updated.
Even though the project gestation period is more than one and half years, it could be considered for a long term investment to support housing development in the District as a special project.
